Executive Director of the West Virginia Center for Nursing in Charleston. The West Virginia Center for Nursing was enacted by legislation in 2005 (HB 4143) "to develop strategies and make recommendations to educate, recruit, and retain qualified nurses." As executive director, Mr. Napier carries out the fiscal, personnel, planning, convening and other functions necessary to meet the goals of the center, as set forth by the legislation. He has served as an assistant professor of nursing, director of nurses, director of quality/utilization/risk management, and case management coordinator. Mr. Napier serves on the West Virginia Board of Examiners for Licensed Practical Nurses, district president for the West Virginia Nurses Association, and president of the St. Mary's School of Nursing Alumni Association. He has published articles on community health nursing theory development and co-authored grants and posters for presentation. He has presented nationally and internationally. His awards include the Bellarmine University M.S.N. Director's Award (2002), and a Helene Fuld Fellow for the Institute in Rural Community Health Nursing (2001).
